I've been in touch with NETGEAR support, they've asked me to run a power check on the 24 port, and that's worked - I'm getting around +15v from the test points and a good resistance reading. I've put my eye to the screen and noticed that the network port on the v2 has only 1 device assigned (even though the v2 has 2 network ports).
